·To examine critically the EU`s role as an international actor.
·To identify explicitly the EU`s strengths and weaknesses as an actor in international politics.
·To consider the EU`s external policy activities as an (increasingly important) element in its more general development. 
·To place the emergence of the EU as an international actor in theoretical, historical, and institutional perspective.
·To confront the EU`s external policy record in key issue areas. 
·To problematise the EU`s ambitions in international politics in light of the durability of national foreign policies, institutions, and structures.

By the end of the course, students are expected to demonstrate
· a firm command of leading theoretical approaches to European integration and European foreign policy;
· familiarity with the historical development of the EU as a global actor;
· knowledge of the multiplicity of actors - supranational and national, private and public - which have an impact on EU foreign policy;
· ability to advance reasoned and factually supported arguments both orally and in writing;
· understanding of the dynamic interaction between EU foreign policy and the national policies of its member states.
